1998 was the 3rd year that Topps Produced there refractor sets.  This was the first year that Topps created a chrome version of the entire run of the base topps cards in the set. The refractors fell 1:18 packs.  The cards are more rare than people realize and have potential to be one of the most collected sets of the 90's.
